Pawnee County Commission restricts access to court property during public health emergency

LARNED — Monday morning, Aug. 24,  the Pawnee County Commission passed Resolution 2020-R-009, concerning restriction to the court property during public health emergency. According to Pawnee County Attorney Doug McNett, the resolution relates solely to the courthouse, the county annex and the Pawnee County Sheriff’s Department.  It is intended to provide consistency with the risk matrix adopted last week by the Pawnee County Board of Health. 


“WHEREAS, the Board of County Commissioners finds that a disaster has occurred, or the threat thereof is imminent within Pawnee County, Kansas, as a result of the Coronavirus pandemic (COVID-I9) and the confirmed outbreak and person-to-person spread of COVID-19 in the United States of America, the State of Kansas, and Pawnee County; and


WHEREAS, the Pawnee County Board of Health adopted a color coded, four tiered COVID Risk Assessment Matrix (Green, Yellow, Orange and Red) on August 17, 2020, advising the public of the current relative risk of community transmission within Pawnee County.


NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY

COMMISSIONERS OF PAWNEE COUNTY, KANSAS, adopt the following:

Based on the COVID fusk Assessment Matrix. Access to “Countv Owned Property”

Green: The wearing of Masks/Face Covering will not be required on county owned property.

Yellow: All individuals entering the county owned property will be required to wear a Mask/Face Covering.

Orange: All individuals entering the county owned property will be required to wear a Mask/Face Covering and will be subject to the Health Questionnaire developed by the local Public Health Officer. Access sha1l be denied if any question thereon is answered in the affirmative.

Red: Any individual of the public requesting access to county owned property are encouraged to contact the appropriate Department via telephone. All individuals entering county owned property will be required to wear a Mask/Face Covering and will be subject to the Health Questionnaire developed by the local Public Health Officer and have their temperature checked. Access shall be denied if any question thereon is answered in the affirmative or with a temperature 100.4 degrees or above. Department heads will have the discretionary authority to grant access TO one individual of the public at a time per

Department for the purposes of conducting County business on a case by case basis to any individuals that passes the Health Questionnaire and Temperature check; As used in this resolution, “County Owned Property” is defined as the Pawnee County Courthouse, County Annex, and Pawnee County Sheriffs Department.


A notice of the access restrictions will be posted on all Courthouse doors and include all Department telephone numbers.
